Not “normal” per se but not uncommon. The J you can adjust the tilt with the screws. The P may need you to adjust the foam under it or just live with it, it’s not serious. You can also try to just wiggle the cover with your fingers.
The pickups are too far from the strings, and it looks like your action is very high. I recommend getting a setup. Or doing one yourself, it’s not hard and Josh has a good video about it.

Cool! Bottom line: don’t worry, it’s not broken, this tilt is a common thing you see on instruments that are mail-ordered (because no one in the stores checked them out and fixed them). It’s just the cover and not the pickup itself. The covers are held up by foam or springs that can need adjusting but it’s just cosmetic.
Functionally, however, you will want to adjust the neck relief, string and pickup height. This is for playability and tone.
So my wife threw away the paperwork that came with the bass having trouble finding where to adjust the trust rod. Anyone have any experience with glarry?
It’s either the headstock or the heel of the neck, and given the pic you posted, I am betting the headstock.
I don’t see any kind of truss rod adjustment at the bottom end of the neck, so it’s going to be on the headstock side.
Edit: that’s the “heel” of the neck. I wasn’t sure, and @howard beat me to it ![]()
That’s the cover to the truss rod access. Take it off and the truss rod access is underneath it.

Pro tip: loosen the bottom two and use the top one to swivel the cover out of the way. Much easier to put it back afterwards.
Your effort was not a successful one anyways. lol. However, if that leads to you getting a good starter set of tools then it’s worth it.
They don’t usually include the maintenance manual just a couple of tools
