I ended up doing research on this.. I wasn’t sure what got bypassed when in passive mode. TL:DR All of the EQ, but not the tone knob.
I assume this means volume/Tone and pickup selection continue to work. THis also applies to my first version V3. I understand there is a second revision that I would assume works the same but I don’t have the data for that.

Yes it has Active/Passive switch. I almost want to say it also has passive tone control like the V7
Push/pull on the volume for tone? I think the tone is also on the volume IIRC
I have a new less than 1 month old P10DX preamp is dead. So far Sire’s customer service is less than acceptable. They should just swap the bass considering the time I have had it, I started this process a week after the bass arrived. They are instead sending me a new preamp, then I must go find a luthier and get an estimate, then send the estimate to Sire wait for approval and then take it back to the luthier for the repair….. what? on a now month old $1700 bass? Everything else about the bass is great, love the feel the playability the tone in passive mode, IDK about the active mode it worked for about 10minutes.
I have something similar with a Fender Jazz bass. I’ve sent it back to the shop for repair, but I rather had my own luthier look at it. You win some, you lose some 
Pull/Push on Volume knob for Passive/Active.
Sorry to hear of your trouble. Fortunately I bought mine from Sweetwater so hopefully I’m covered in the event of issues.
Sweetwater has been great. It was the last one they had so they have been working with me and Sire. Sweetwater has told me if they had another problem be in stock it they would have replaced it already. So you are probably good

That makes more sense. If Sweetwater could, they would swap your bass for another of the same model/specs tout de suite.
