Nope. This refers to the color of your bass’s NUT.
Graphite is black (pencil “lead” is graphite). Most bass nuts are white or “white-adjacent” in color.
So, if graphite is used, the string slots of such nuts will look like they’ve been smeared with black, or “dirty.”
Some nuts made of plastic or Tusq can be black. Therefore, graphite applied to their string slots won’t be apparent.
I have spray graphite at work and it’s like painting something with flat black paint
