Well it says custom in the description, not standard. So maybe that’s one of the differences?

They don’t make custom Rockbasses, at least that I know of. Rockbass is their affordable mass-produced line. Still great basses but not customizable.
Streamer Standard is not saying it’s “common”; “Standard” is the model name for a Streamer with two soapbar pickups and passive electronics. So even if it were a custom model, it would be a Streamer Standard Custom

The item description says it was customized by a luthier.
Anything can be customized.

that is definitely possible. I’ve certainly customized mine.
I just meant it’s not a Warwick Custom Shop Rockbass; the Warwick Custom Shop is a thing, and Rockbasses are a thing, but the two things never intersect
