first I am very new to bass playing. I have a Ampeg BA-210 combo (400w), can I add Orange OBC 115 (400w) as an extension cabinet? how would I power it? What cable to connect it?

looks like you connect an extension cabinet via a 1/4" cable to the 115. The extension cabinet needs to be 8ohm (which it is according to the Orange website).

You can’t (I think) use a 4ohm cabinet as an extension.
You need to use 1/4" speaker cables to connect the cab not instrument cables according to the manual.

Good answers above. I’ll add FYI that combos that support adding an external speaker cab (like yours does), actually only deliver about 1/2 of the rated power to the internal speaker. To get the full power rating, you need to attach an external cab. The internal speaker is almost certainly an 8 ohm speaker. Adding an 8 ohm cab creates a 4 ohm load for the amp, effectively doubling its power output.
