I’m in module 3, and while I can (at this point in the course) mute every fret without any major buzz, but I’ve found while playing on the lower 2 frets they tend to buzz even if I try to mute them? Is this a normal skill issue?

Have you done a setup on your bass? Are the fret wires looking worn out? Yes, it could just be a normal skill issue that will improve with practice but always good to rule things out as well!
Yup I got my bass professionally setup! And fret wires are nice and new

Fantastic! Other folks might have some better advice, but for me it just took time and practicing fret hand position. I’m quite short with small hands and learned on a long scale and struggled a LOT initially with fret buzz on the low frets. One of the things that helped was picking songs that had octave jumps or walkups on the problem frets to make practicing a bit more fun. Good luck and hang in there!
