The Billy Jean lesson is hard for everybody. But it is supposed to be, so that when you complete the course and try that lesson again, you will notice an improvement. It gets easier later, specially after one memorises the notes, but it is hard to play it at normal speed.
I completed the course recently, and now I can play Billy Jean at the medium speed from memory. But the full speed is still out of my reach.
