I think people in California should (re)build their houses that way … and stick to rigid rules for parks/garden (no inflammable material near houses, etc.) … and that would help against spreading of fires, right?
I just googled, those regulations are called “Defensible Space”. In the documentary I saw there was an uprising of home owners cause of those rules. They found that this is a significant limitation of their “freedom”…
Same goes for certain ways to build houses more fire proof, as they wouldn’t be as beautiful anymore.
Howard already covered the earthquake part mostly, but there’s also an economic part. Light wood construction is a lot cheaper and quicker than reinforced concrete. It’s pretty simple to remodel as living space needs change. If you could build 3 wood framed houses for the price of one concrete house does it make sense to make every house 3x the cost to avoid the risk of rebuilding? Based on concrete prices I see from work 3x seems like a really low estimate as well. You’d still have to evacuate people because of both air quality and landscaping burning, so how much do you really gain?
Concrete and steel production both release CO2 chemically during their production while wood sequesters CO2, so you’d accelerate one of the factors increasing wildfire severity by going to concrete construction.
Like most things in life the easy fixes have already been done, and anyone trying to tell you it’s simple and easy is almost certainly trying to deceive you. Pretty much everything about wildfires is complex and difficult problems and they all involve trade-offs.

It all started before climate change, which you probably deny!? So, it started all before God punished the Dutch with rising sea levels.
We built dikes and windmills to pump the water out. We lived in polders.
Of course some Dutch found it not very aesthetic or thought that polders would restrict their freedom, so they built their houses right on the beach. But those were never seen or heared again after the next high tide. Probably they moved to Belgium
After the flood of 1953 we started to construct the Delta Works to protect against the sea. Not everybody agreed, but not many Dutch drowned after that during high tides.
And cause some countries love to burn oil and coal, we now have to think about how to survive in the future, with rising sea levels, so we have initiatives how to live on water.
Some will not like to liveon the water - so I assume they will die under water…
This is a very serious issue for us as a nation. We might not exist in a hundred years!
Personally I would do it like some other nations and just invade other countries that somehow belong to us. Greenland and Canada are already spoken for, so we want Australia, New Zealand and new York back!

They make sense, scientifically. And they were rejected for very non-scientific reasons (freedom? aesthetics?).
