What exactly do you mean? A reverb like surf rock and surf punk uses, or an effect to actually sound like the sea?
Surf rock and punk usually uses a spring reverb.

Or are you referring to the deep bends (ala Bigsby) that this music has?

need to find the ventures song i am thinking of. Not talking about the tremelo ‘wavy’ sound, but the ‘wet’/squishy/drippy picking sound that almost sounds clipped at the end of a note

Spring reverbs are usually described as “drippy” or “bouncy”.
He goes through most of the classic drippy surf sounds I can think of in this vid, on a bunch of different reverbs.
