Aspiring player here, trying to learn some of my favorite songs on UG. I’m trying to learn this song, and it has a bar that goes like this:
I’m not really able to decipher what this means. If anyone can explain it to me, I would appreciate it.

It’s a half step bend. Play the E and bend the string up to F, then release back down to the E
Agree with @sunDOG. The hard part will be doing that in the space of an 1/8 note.

It’s my first bend, I’ll try my best!
For me, it helps to just play the bend and maybe add the next note after that, so in your case E, bend to F and resolve to D.
I also think it’s fun to practice this in multiple locations on the neck and see where it works. 
This is a good point. Some places are easier than others, whether it’s from being too far up the fretboard to be comfortable, short fingers trying to reach across the board to the E string, too close to the edge of the fretboard to get a full bend, etc. just try what works for you.
